In past decades, mobility planning and policies have primarily focused on the needs of car drivers. As a result, multimodal transport offer tends to cater mainly for the able-bodied “average user”, neglecting the needs of other categories of people (such as the elderly, people with physical or sensory disabilities, women or children) who require infrastructure and mobility services capable of ensuring full accessibility.
Although in many cities and regions, strategies and plans such as Sustainable Urban Mobility Plans (SUMPs) are implemented, they do not always adequately address the needs of all users or succeed in bridging the socio-economic disparities that exist in the mobility and transport sector.
INCLUDES brings together seven partners from six European regions with the aim of improving the implementation of public policies to support regions transitioning towards low-carbon, sustainable and inclusive transport. Through the open exchange of knowledge, information, and practical examples on the various dimensions of fair and inclusive mobility planning, the project aims to strengthen the capacity of public authorities to design more equitable policies.
Rather than focusing exclusively on technological innovation to reduce emissions, INCLUDES adopts a broad approach that places the diverse needs of disadvantaged users at the center. The project results will thus facilitate and better enable the improvement of policies so that they push and pull users with different needs, restrictions and hindrances to adopt sustainable transport modes more effectively.
